Advice to Secretaries
1. Submit Continuation of Membership Form at or before the Annual General
Meeting and pay League subscription fee and registration fee for the fi rst 24
players together, no later than 21 days following the AGM. Ensure your SAFA
Membership Form is submitted to the League Secretary by the specifi ed date,
the fee for which will be deducted from your subscription fee and forwarded to
the SAFA on your behalf.
2. Ensure that all players listed on your team-lines are eligible to play under all
League Rules currently in force.
3. No professional players or ‘B’ Form or ‘Y’ Form registered amateurs may play
in this League or in any of its competitions. Paid Referees who offi ciate in this
League shall not be eligible to play for or be a member of any Club or committee
in this League during the same season in which they officiated in this
League.
4. Should a player’s club resign from the League during the season and he registers
with another club that season, he will be deemed cup-tied in any trophy
competition in which he participated in for that first club.
5. Ensure that all forms submitted are properly completed and that any relevent fee
is included with the form(s). Failure to include such fees may render player(s)
inelegible.
6. Two Trialists shall be allowed per team, in League matches only. Such players
must be clearly indicated on team-lines by marking a ‘T’ beside their name(s).
A trialist may play a maximum of two games for any Club(s) before having to
register. A registered player of a club in this League cannot play as a trialist for
another club in this League. No trialist shall be allowed after the registration
deadline. Trialists listed as substitutes but who do not play in the match shall
not have that match counted as a trial.
7. No registration forms, release forms or registration transfers will be accepted
by the League Secretary after the 1st of March in each season.
8. Check fi xture lists and kick-off times in the local press. No Club shall alter a
fixture or kick-off time without prior consent of the Match Secretary.
9. The HOME CLUB MUST:-
(a) book a park in good time and ensure it is lined prior to kick-off to the
referee’s satisfaction, and supply regulation height corner posts and goal
nets, all to be in place at least 30 minutes prior to kick-off for inspection
by the referee.

sectional stages of such cup competitions, unless in exceptional circumstances,
will automatically be placed bottom of their section, forfeit all sectional points
gained (such points not awarded to opposition), take no further part in the
competition and will incur a fine of £40 and also be liable for any legitimate
match expenses incurred by the opposition or referee for the unplayed game.
Any club failing to fulfil ONE fixture in any competition during the season will
be required to apply for re-election at the end of that season.
(b) contact the opposition and referee before 8.00pm on the Wednesday prior
to a Sunday match and inform them of venue, competition and kick-off
time. Check the playing colours of the visiting team and, unless mutually
agreed otherwise, the home club shall play in change colours if there is a
similarity. For midweek fi xtures contact should be made as soon as the
fixture is known and venue booked.
(c) pay the referee promptly after the match and recover half of his cost from
the visiting team. The home club is wholly responsible for park and changing
room costs.
(d) telephone the match result to the Match Secretary, or as directed, no later
than 6 p.m. on the day of the match, giving both teams’ goalscorers, if any.
For evening kick-offs, the result should be phoned in no later than 9.30
p.m.
(e) inform fi rstly the Match Secretary, then the opposition and referees as soon
as possible if the match is postponed owing to weather or ground conditions.
The Executive Committee may investigate such postponements.
Visiting clubs must receive at least 24 hours notice of change of venue
from grass to all-weather surface, or vice versa.
10. BOTH CLUBS MUST:-
(a) be changed and ready to kick-off at the specifi ed time.
(b) ensure team-lines are properly completed, with no abbreviations, and
are ready to hand to the referee at least 10 minutes before kick-off. Only
offi cial team-lines must be used.
(c) provide a serviceable ball for all matches, home and away.
(d) provide a reliable club member to act as linesman as the referee requires.
(e) ensure that the behaviour of players on the park and club members and
supporters at the sidelines is of the best order and that the referee is given
protection at all times.
11. Inform the League Secretary should any of your club members of players
change their address.
12. DO NOT approach the registered players of another club without that club’s
permission.
13. Correspondence to any League Offi cial which requires a reply must be accompanied
by a stamped addressed envelope.
